Charlotte	Charlotte stands near the Paper Shadows venue on the northern dock of Liyue Harbor. You can find her near umbrella stalls.
Jiehu & Houzhang	You can find two NCPs, Jiehu (Moonstone Shaper) and Houzhang (Moon Carver), in front of the Menogias statue.
Vlad & Nadia	Vlad and Nadia are standing near the edge of the port center in the north zone of Liyue Harbor. They are talking about the kites in Lantern Rite 2024.

#2. Character Locations In Act 4

Zhongli & Hu Tao

You only meet Zhongli and Hu Tao when processing the Hustle and Bustle in Qiaoying Village. But you won't see them after completing this event quest.

You can go to meet these event characters and activate interesting voiced dialogues with them. They will stay there during the Vibrant Harriers Aloft in Spring Breeze Event. But you can only meet them after completing Act 4 of the event.
